When governments fail, financially or in other ways, the governed *will* rise up and replace that government. But that takes time so anarchy will reign for a while.
How should the residents of that country prepare themselves if they foresee such a possibility in their future?

They are throwing fire bombs at the police and trying to set buildings on fire? If I'm called out to a scene like that and they try to set me or a building on fire I'm shooting back. Fuck em!
